Biography of the Clerk

Casey Joe Carl was appointed Clerk of the Board of County Commissioners in February 2004. As Clerk, he is responsible for coordinating annual and weekly session schedules and for ensuring all constitutional, statutory, and policy requirements are satisfied in the exercise of legislative and policy-making powers. He also is the custodian of official records of the Board of County Commissioners, which are made available to the public under his conservatorship.

 

In addition to his duties as Clerk, Carl serves as director of the Office of the Board of County Commissioners and is responsible for coordinating its administrative support services, such as budget and personnel, and for supervising the staff assigned to support the Chairman and District Commissioners.

 

Carl’s career with Johnson County Government began in 1997 with a brief stint as the assistant to the Chief Counsel. He transferred to the Board’s Office in 1998, where he served as a staff assistant before his appointment to the Clerkship.

 

A native of Colby, Kansas, Carl received a bachelor of fine arts degree in communication from Emporia State University. He is a member of the National Association of County Recorders, Election Officials, and Clerks, the National Association of County Information Officers, and the International Institute of Municipal Clerks.
